I’ve recently inquired at Dubai municipality vet about this issue and I was informed that they will first investigate and see if this is the first aggression incident. If it’s the first reported incident, they will give the owner warning and recommend training and owner will be fined. They will also recommend the owners put muzzles on said dog in public. Only after two or three reported offences is when they will take certain steps to ensure the aggressive dog is taken away from being a danger to other animals or humans – either they are being re-trained to be used by the police force, or other entities. They will only at the last resort put the aggressive dog down and this will only be due to multiple aggression offences being reported by various people. In this instance the dog is unable to be rehabilitated.
